EDR's ScoreKeeper Phase I ESA index registered a relatively flat performance in 4Q09-not much worse than 3Q09, but not much of an improvement, either. The index, which measures changes in overall U.S. Phase I ESA volume by month relative to a January 2006 baseline, began the quarter at 68.5 and rose slightly to 69.6 by year's end. This is still well below early 2007 highs in excess of 100. For the year, however, the index increased by nearly seven points, as foreclosure work and assessments related to bank failures compensated by the dearth of new commercial real estate transactions. Another significant trend in the index in recent months is far less volatility than earlier in the year and late 2008. Since May, the index has hovered around 68 with no dramatic monthly fluctuations, reflective of a market that is recovering from the market unrest that began in 3Q08.
